If you consider the testatika's horseshoe magnets as being used at a minimum as diodes and the front disk as a variable capacitor, then it is clear from looking at the 3kW machine that some components of it can function as a charge pump. An excellant explanation for how a variable capacitor and diodes can be used as a charge pump can be found in G.L. Usselman's US patent 2,413,391. In fact, I'd had the circuit below in mind for a while but until I got a better understanding from this patent, I had the current flow (and my understanding) backwards.
